Three nights in Corfu Town with a hire car works in November. A week on a bay does not. That is very nearly the whole answer, and the reason is that November is when the island's rain bill comes due — the same rainfall that makes Corfu the greenest of the large Greek islands, arriving all at once and in quantity.
What the month actually is
Wet, mild and empty. The Ionian sits in the path of Adriatic weather and November falls in the wettest stretch of its year, so rain is not an interruption now; it is the weather, and clear days arrive as a bonus rather than a baseline. Temperatures stay soft, because this is not a cold place. Light between the fronts is extraordinary, low and raking across hills that have gone green again after the summer.
Swimming is finished. The sea holds its warmth longer than the air does, but by November the annual peak is months behind and nobody is in the water for pleasure.

Where that leaves the booking
The town is the only base that does not depend on the sky. Apartment Annunziata is inside the old town on a Venetian street, quiet and soundproofed, which in a month of rain on stone is worth a great deal more than it is in June.
It is also worth being straight about what November takes off the top of the market. Angsana Corfu Resort & Spa is a fine thing in September: terraces stepped down a wooded hillside, an infinity pool, a private beach area at the foot of them. Every item on that list is outdoors. That is an argument against it this month rather than any judgement of the hotel, and it is the clearest reason to spend the money on position instead.
What is genuinely good about it
The town. Corfu is unusual among Greek islands in having a capital that is a real town rather than a resort with an administrative function — arcades, two fortresses, a university, a band tradition that exists for the people who live here rather than for anyone watching. Walking all of that in the rain with almost nobody else about is a distinct pleasure, and it is cheap.
Add the hills. Olive nets go down under the trees through the autumn and the interior is at work rather than on display. A car, a map and no fixed plan is the correct November method.
The honest recommendation
Come for a short, inexpensive, town-shaped trip and November repays it. Come expecting a thinner version of the summer and it will not oblige. If the real question is which quiet month to take, October keeps the sea and most of the coast, and the seasons page sets the whole year side by side.
