At the waterline, yes. A short walk uphill, much less so. Como's reputation is earned by a narrow strip of shore, and most of what a week here costs is settled by how many lines on your bill you allow that strip to touch.
Take the week apart
Five things cost money here: the room, getting about, eating, time on the water, and the day-visitor tide, which charges nothing directly and quietly sets the price of the other four. Only the first is fixed when you book. The rest you decide again every morning.
Getting about
A hire car reads as the economical choice and frequently is not. Parking in the lakefront towns is scarce and charged for, the shore roads are slow, and the boat crosses in a quarter of an hour what the road takes an hour to get around. Foot passenger fares on the scheduled service are modest; a private taxi boat is a different order of expense. The gap between those two ways over the same water is wider than the gap between two tiers of hotel.
Eating
A terrace on the promenade is selling the outlook, and prices it accordingly. Walk one street back from the water, or up into a village on the slope above it, and cooking of much the same standard costs noticeably less — with the view still there, from higher up, for nothing.
Time on the water
This is the line worth protecting, and it runs three deep. Lake Como: Varenna & Bellagio By Private Boat and Ferry links the two by boat and public ferry across a full day, with time on foot in each — the middle of the range. Above it, Lake Como Private Wooden Boat Tour & Italian Glamour is a wooden launch taken privately for an hour or a half day, which is the version people picture. Below both, admission to the terraced gardens of Villa Cipressi in Varenna buys an afternoon walked at your own pace, and the lake from a garden terrace is the same lake.

The Aspirational Luxury Pick
At the top of the market you buy grounds and frontage rather than square metres. Grand Hotel Villa Serbelloni has gardens running to its own stretch of shore on the Bellagio headland, a private beach, indoor and outdoor pools, a spa and a tennis court — an estate meant to be stayed inside for part of the day. Wasted on anyone who plans to be out from breakfast until dark.
The Mid-Tier Value Premium Selection
Hotel Villa Marie is the arithmetic most people should run: a villa hotel on the Tremezzo shore with a garden, a pool facing Bellagio and steps to the water, buying the western-shore position without the bill the grand hotels along the same road carry. The outlook is common property on this lake. The frontage is not, and this is roughly what it costs to hold a little of it.
The Smart Entry-Level Option
Hotel Argegno is plain and says so: a village hotel by the ferry pier, terrace and restaurant facing the water, simple rooms above. The saving comes out of the room rather than out of the position, which is the right way round where the position is the product.
